There are plenty of rumors about VPNs in Russia: “VPNs are banned”, “you get fined for having one on”. Whether you live there or are planning a trip, here is what the law actually says as of autumn 2026, what is really punished, and what you do not need to worry about.

The short answer

Yes, you can use a VPN. No Russian law prohibits individuals from using a VPN or fines them simply for connecting. Companies use VPNs for remote work, as do banks, developers and ordinary people protecting themselves on public Wi-Fi.

The restrictions target something else: VPN providers, advertising ways to bypass blocks, and specific actions by users — such as deliberately searching for banned materials.

What changed on September 1, 2025

A package of amendments adopted in summer 2025 took effect on September 1, 2025.

Searching for extremist materials — Article 13.53 of the Administrative Code

  • What is punished: deliberately searching for and accessing materials included in the federal list of extremist materials by court decision, including via tools that bypass blocks.
  • Fine: 3,000 to 5,000 ₽.
  • What is not punished: accidentally opening a page, or visiting sites of organizations deemed undesirable or extremist, unless the material itself is on the list. A blocked social network’s website is not, by itself, extremist material.
  • Key point: a VPN is just one possible means of access in this article. The fine is for searching for listed material, not for using a VPN.

Advertising VPNs — Article 14.3

Advertising tools that provide access to blocked resources is prohibited. Fines:

WhoFine
Individuals50,000 – 80,000 ₽
Officials80,000 – 150,000 ₽
Organizations200,000 – 500,000 ₽

These fines apply to those who distribute such ads — bloggers, platforms, advertisers. A user who sees an ad or buys a VPN is not affected.

VPN providers — Article 13.52

VPN services must connect to Roskomnadzor’s system and keep users away from blocked resources. Failure to comply costs organizations up to 500,000 ₽, and up to 1 million ₽ for a repeat offense. This is the provider’s liability, not the user’s.

Aggravating circumstance — Article 63 of the Criminal Code

If someone commits a crime using tools to bypass blocks, a court may treat that as an aggravating circumstance. Using a VPN in itself is not a crime.

Sharing SIM cards and accounts

The same package bans handing your SIM card to others (fine 30,000–50,000 ₽) and sharing account logins, with exceptions for close relatives. Not directly about VPNs, but often discussed together.

How VPNs get blocked

Roskomnadzor restricts access to VPN services and specific protocols:

  • by the end of February 2026, about 470 VPN services had been restricted;
  • since late 2025, certain protocols — OpenVPN, L2TP, SOCKS5 — are filtered on carrier networks, and there are attempts to detect VLESS by indirect signs;
  • at the regulator’s request, Apple removes VPN apps from the Russian App Store.

For users this means one thing: a VPN may stop connecting, but that is a technical problem, not a violation on your part.

Corporate VPNs

The law explicitly exempts VPNs used by companies for their employees with a predefined group of users (Article 15.8 of Federal Law No. 149-FZ). Remote work through a corporate VPN is entirely legal.
