If you live in Russia, are travelling there or have family there, you have probably run into it: YouTube will not load, Instagram does not open, WhatsApp calls do not go through. Here is what is actually happening with popular services, how the restrictions work technically, when a VPN helps and when nothing will. Things change quickly, so we give dates and sources.

Timeline: what happened to each service

ServiceWhat happenedWhen
Instagram, FacebookBlocked; Meta designated an extremist organization in RussiaMarch 2022
X (Twitter)BlockedMarch 2022
YouTubeFirst throttled, then its domain was removed from Russia’s national DNS — no longer opens on most providers without workaroundsThrottling since summer 2024; removed from national DNS around February 10, 2026
WhatsAppCalls restricted, then the app; domain removed from national DNS in February 2026Calls — August 2025; main block — late 2025; DNS removal — February 2026
TelegramCalls restricted; since February 10, 2026, “gradual restrictions”: delayed messages, media problems, regional outagesSince August 2025, stepped up from February 2026
DiscordBlockedOctober 2024
SignalBlockedAugust 2024
RobloxBlockedDecember 2025

Compiled from public sources as of autumn 2026 (SecurityLab, Sostav, Kommersant and others). The state of a specific service can vary by provider and region.

How the restrictions work

Knowing how a site fails to load tells you what will help.

Removal from the national DNS

When you type youtube.com, your phone first asks a DNS server for that name’s IP address. Russian providers must use the National Domain Name System (NSDI). If a domain is removed from it, the provider’s DNS simply does not know the address — so the site fails to open even though it works everywhere else. That is how YouTube and WhatsApp stopped opening in February 2026.

Throttling and filtering on TSPU equipment

Carriers’ networks run TSPU equipment (“technical means of countering threats”) that inspects traffic. It can slow specific services — which is why YouTube crawled from 2024 — or cut connections with certain characteristics.

Apps removed from stores

At Roskomnadzor’s request, Apple removes VPN clients and some messengers from the Russian App Store. Installed apps keep working, but you cannot reinstall them without switching your store country.

Mobile internet “whitelists”

Since September 2025, during mobile internet restrictions in some regions only sites from an approved list work: banks, government services, marketplaces, large Russian services. In that mode nothing else works — including VPNs.

Does a VPN help?

When it helps

A VPN changes the route: your traffic travels encrypted to a server abroad, and that server talks to the website. So:

  • DNS-based blocks are bypassed automatically — the VPN server resolves the address, not your provider;
  • throttling of a specific service does not apply, because your provider sees an encrypted connection to a VPN server, not YouTube;
  • sites that refuse Russian IPs see you as a visitor from the server’s country.

When it does not

  • Mobile whitelists. If the carrier only lets through approved addresses, the VPN server is not on the list and the connection fails. Wait for restrictions to lift or use Wi-Fi.
  • The VPN protocol is detected. Legacy protocols — OpenVPN, L2TP, PPTP — and to some extent WireGuard are identified and cut. Modern protocols like VLESS hold up better, though filtering tries to spot them by indirect signs too. More in VLESS and Reality explained.
  • The service itself is down. If WhatsApp or Telegram has a global outage, a VPN will not help.

Why YouTube can still be slow over a VPN

If YouTube opens but videos load slowly:

  • choose the nearest server — for Russia that is usually Finland, Estonia or the Netherlands;
  • test your speed without the VPN: if the line is slow, a VPN cannot make it faster;
  • switch to another server — load varies between servers;
  • make sure all traffic goes through the VPN (on a computer, TUN mode).

What the law says

This is not legal advice, just a summary of rules in force as of autumn 2026:

  • Using a VPN is not prohibited for individuals; there is no fine for simply connecting.
  • Since September 1, 2025 there is a fine of up to 5,000 ₽ for deliberately searching for materials officially listed as extremist (Article 13.53 of the Administrative Code). The offense is the search itself; the access method does not matter.
  • Since the same date, advertising tools for bypassing blocks is prohibited (Article 14.3); fines apply to those who distribute such ads.
  • Roskomnadzor blocks VPN services themselves: by the end of February 2026 about 470 services had been restricted.

What to do right now

  1. Narrow it down: try the service on mobile data and on Wi-Fi to see whether one provider is the problem.
  2. If it fails on every provider, the restriction is general — a VPN with a modern protocol helps.
  3. If on mobile data nothing but banks and government sites works, it is a whitelist — wait or use Wi-Fi.
  4. If your VPN is installed but will not connect, see VPN not connecting: causes and fixes.

Summary

  • In 2026, YouTube and WhatsApp do not open on most Russian providers without workarounds: their domains were removed from the national DNS.
  • Instagram, Facebook and X have been blocked since 2022; Telegram works with restrictions.
  • A VPN helps against DNS blocks and throttling but not under mobile internet whitelists.
  • Using a VPN is not prohibited for individuals; fines target searching for listed extremist materials and advertising ways to bypass blocks.
